A teenager has been shot in the back and is in a serious condition in hospital.
Police were called to Adelaide Street in Norwich at 2am on Wednesday after residents reported hearing an altercation followed by a shot.
Norfolk Police sent armed response units to the scene and discovered a 19-year-old man from London with a gunshot wound to his back.
The victim was taken to the Norfolk and Norwich University Hospital but his injuries are not believed to be life-threatening.
A wooded area that backs on to Adelaide Street and West End Street has been sealed off.
Superintendent Roger Wiltshire said: "We understand the nature of this incident will cause concern in the local community.
"However, I would like to reassure local residents that we do not believe there is any risk to the wider public following this incident."
He said extra uniformed officers will patrol the area to provide reassurance and he urged anyone with information to call Norfolk Police on 101 quoting CAD reference 23.
He told the Norwich Evening News enquiries were ongoing to find those responsible.
The incident follows the death of a man found with stab wounds in a car park in Norwich four days ago.
Police were called to the multi-storey car park in Rose Lane just after midnight on Saturday after reports that a man had been stabbed.
The victim, who has been named as 48-year-old David Hastings, of Long Row, Norwich, was taken to hospital but died on arrival.
Rolands Heinbergs, 22, of no fixed address, has been charged with murder.
He appeared at Norwich Magistrates Court on Monday and was remanded in custody.
Norfolk's chief constable Simon Bailey told the Norwich Evening News the incidents are not related.
